Sheff Wed Faces a 'Significant Problem', Declares New Football Authority

'Our role is integral to football's future' - independent football regulator the regulator's chair

The Championship club's persistent issues represent a a "significant problem" and the independent regulator is aiming to acquire authority to examine team situations in comparable cases, the newly appointed chairman the regulator has stated.

Through a comprehensive talk, the regulator, who was named to the position this week, expressed "sympathy" towards supporters of the Owls.

The regulator engaged with four fan organizations associated with the football team this week.

The team have been experiencing difficulties in multiple areas in this season, with the club failing to pay players on time on multiple instances, including in the autumn.

"Evidently Wednesday represents a major concern for the league and a major challenge for the sport," the chairman stated.

"The club represents one of the historic institutions for the English game and recently we have met fan representatives.

"Our aim is to acquire the ability... which will allow us to have the club and similar situations referred to us if they need to be investigated and dealt with."

Monetary Issues and Proprietorship Status

The team's struggling chairman Dejphon Chansiri suggested earlier this year he would be willing to sell up at the stadium, but he has been unable to finalize an agreement with interested parties.

Failure to pay player wages on time in spring months resulted in restrictions being imposed by the league officials in June, preventing the club from carrying out any recruitment activities for the subsequent signing windows, although those limitations were removed in the end of the transfer window.

Authority's Position

The chairman stated: "The position was created for the supporters of Wednesday, teams facing challenges where people are committed to a local institution that has existed throughout their lifetimes in many cases.

"I have absolute sympathy for Sheffield Wednesday, as I do for each organization that since 1992 have gone to the wall, or nearly ceased operations, for factors unrelated to the supporters."

Inquired if the oversight body could require an chairman to relinquish a club if they are considered unfit, Kogan said: "When asking whether 'would we intervene in the final instance?', the response would be once we gather the evidence and comprehend the circumstances, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be considered the final option and the regulator would prefer to work with them.

"Our least desirable course of action is commence engagement with an specific team, an individual owner, without being able to work with that proprietor to address the challenges confronting the team and the proprietor's dealing with," the regulator explained.

"However, realistically, when you examine the past of the sport, over the last 20 or 30 years there have been some owners, a small minority, but certain individuals who have acted carelessly in the approach they have taken toward their organizations and finally refuse to accept accountability for the coming years."

'Errors may undo substantial development'

The chairman convened with officials from numerous teams to detail the scope of the oversight body this week and maintained it represented a "progressive gathering" with a "significant participation" from the lower divisions to the top flight.

"This position carries substantial significance, because if errors are made, if the football community fails, the remarkable development accomplished might evaporate swiftly," Kogan said.

"This represents everyone's worst fear in the context of the English game is a major achievement - we must maintain momentum.

"Considerable investment coming into football and has come into football for the recent generations, because certainty is lacking it will keep flowing into the sport, which is part of the rationale behind I think we have to maintain a focused outlook on challenges and obviously, of the next two or three years."

Top Flight Apprehensions

The Premier League opposed the creation of a regulator because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the regulator stated: "I completely endorse the prosperity and expansion as an economic entity of the elite league.

"As someone who appreciates the concern of undermining the division as a high-quality offering of England. But concurrently, if you talk to the Premier League after the recent gathering, they would have had a significant degree of comfort -and, indeed, they have been advising us privately they have a high level of reassurance."

Partisan Associations

The regulator remains subject to a "full inquiry" by the public appointments commissioner after he revealed he contributed money to the Labour Party in recent years.

The chairman contributed funds to government minister the minister's leadership bid, along with that of the government leader.

"I have fully disclosed my previous political affiliation [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," the chairman stated.

"I currently have no participation in any sort of politics."
