The Former President's Progressive Warning Overlooks The Continent's True Threat: Economic Stagnation.

The recent US security policy document presents a flawed view of Europe. The document asserts that open-border policies and what it terms "progressive" agendas pose an existential risk to European civilization. However, this perspective is based on a fundamental misinterpretation of the situation. The actual challenge facing Europe is not cultural but technological and economic lag.

A Glaring Economic Gap Between Europe and the US

Statistics paint a stark contrast. Between 2008 and 2023, American economic output surged by eighty-seven percent, while a paltry 13.5% increase for the European Union. During this time, European income per person fell from 76.5% to just half of the US level. Strikingly, even the poorest US state now has a higher per capita income than several leading European economies like Italy and France.

Today, about half of the world’s top fifty technology firms are American, while only four are European.

The Innovation Shortfall: A Critical Question

The growing disparity stems from stronger productivity growth in the United States, largely due to breakthroughs and better use of resources. The landscape of global tech leadership is overwhelmingly US-centric. In the last five decades, 241 US firms have scaled into companies valued at more than ten billion dollars, versus only fourteen in Europe.

This disparity prompts a pressing issue: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, where does the EU stand? Most analysts agree it is largely a two-horse race between the United States and China, with Europe entering at a significant disadvantage.

Underlying Factors of Europe's Technological Lag

Several major factors explain this technological divide.

  • Venture Capital: The US boasts a much more robust and agile system for funding startups. The EU still lacks a genuine unified investment market, a factor that limits the growth potential of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hinder European business. A US startup can introduce a service under one regulatory framework to access a market of over 330 million. The EU, despite a larger population size, is divided among twenty-seven separate systems, creating huge internal barriers.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In parts of Europe, business failure was once met with stigma, whereas in the United States, it is often seen as a valuable lesson.
  • Defense Spending: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's chronic underinvestment in defense has eroded its capacity for pioneering research.

The Road Ahead: Grounds for Cautious Optimism

In spite of these hurdles, there are reasons for hope. European leaders are growing more conscious of the severe threat and have started to advance serious reform. Key analyses on EU competitiveness and the single market point to the necessity of sweeping changes.

With the right policies and rule changes, Europe's strengths might enable far greater degrees of business-led breakthroughs.

The continent retains significant advantages: skilled workforce, top-tier education systems, and world-class labs. Alongside a vast domestic consumer base and substantial household savings, these foundations could trigger a surge of venture creation.

Crucially, even if the EU does not take the lead in creating cutting-edge tech, it can still significantly increase economic output by adopting and adapting innovations from other regions.

An Inflection Point

Europe now faces a decisive moment. As the saying goes, economic erosion often happens "slowly, then all at once". To date, the continent's slide in innovation has been steady. But, if it fails to take bold steps to address its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible loss of global economic relevance.
